To recruit colored soldiers for Camp William Penn. Camp William Penn was commanded by Lt Col. Louis Wagner who was from Co. D, he was wounded and captured at 2nd Bull Run with the 88th and later took charge of Camp William Penn. (be was later brevetted to Brigadier General). His brother George E. Wagner would also serve at Camp William Penn along with several other officers from Co. D.
